I'm looking for a 3g prepaid phone that is touch screen and is android, and I checked out samsung s fsacinate but I'm not sure if it's prepaid so I want to know if samsung s fascinate is a prepaid phone?

The Samsung Fascinate for Verizon is an older 3g only phone, but is not among their prepaid selection. The prepaid ones they offer are the LG Optimus Exceed, LG Optimus Zone, and the Samsung Illusion. However with the Fascinate being a 3g only phone, it would likely qualify for Page Plus or Straight Talks BYOP CDMA programs.
