If Valve develop Source for Android and the publishers port the game, yes. Not otherwise.
Otherwise there's the problem that the game isn't written for the platform, so you'd need to emulate a PC or Xbox. It's one thing for a more powerful system to emulate a less powerful one (like a phone emulating an old Nintendo, or a PC emulating a phone), but the other way round doesn't work well. And even a high end phone is less powerful than a not terribly recent PC.

Oh thst sucks
HL2 and Portal are available for Android-based NVIDIA SHIELD devices, so technically it should be possible. But I haven't seen any movement on making L4D available for Android (or, more importantly, removing the SHIELD restriction on those two existing titles).

Im not sure if 1%, if any devices could run left 4 dead without substantial optimization.
