Is there a floating RAM manager?

I've been searching for a floating RAM manager but I can't find one can you guys help me?

Something like Simple System Monitor?
It has the option to display RAM usage over any app as an overlay...

Take a look at this 'Trepn Profiler' app. Very informative and I've relied on it several times to monitor my phone's system resources when I'm puzzled by some anomaly:

Yes, Simple System Monitor allows you to see RAM usage floating on any app as an overlay...

Also, if by "RAM Manager" you mean something that "clears" RAM, look on top and click the links
