Help Is there a Snip-It app similar to the one for Windows 7?

I don't need/want a full page snipper. I want to be able to just snip what I've outlined/highlighted. And I don't want my snips saved to the cloud!

Just pull out the s-pen, press the button, and draw round what you want to snip.

then paste it in an app from the menu at the bottom of the screen
