You can of course go to the member's profile page and report them from there, or report the post where the recommendation was made. But forum staff only have jurisdiction within the forum, so while they can ban an account from the forum that's all they can do. I'm sure that if law enforcement agencies formally request information they would provide it, but unless there was a very stupid scammer that won't be anything more than a burner email address.
So sure, you can report the individual, but while it may stop the same account being used for further scams (not a bad thing) it's unlikely to achieve much more.
