There is no way to use the MS Access application on an Android phone.
I'm pretty sure there is also no way to use an MS Access file on an Android phone.
There may be (should be!) generic database apps to achieve sort of the same functionality, but they are quite hard to find. But you'd have to somehow migrate your data to a new format.
