Is there a Windows program that will allow me to easily create and manage my android device's apps?

I have been searching for a very long time for a program I can use on Windows 10 to be able to customize my Note 8 the way I want with apps and folders etc.

I know there are several apps on android that help make folders and things but I'd rather make my shortcuts myself on a computer the way I'd like


Any Ideas?

If you mean app folders (as opposed to folders in your filesystem) they are specific to the launcher rather than being system features (or there are apps that create widgets that can act as folders on different launchers). The key bit is that they are part of the setup of a specific app, rather than a general android system feature, so there can't be a generic program that can do this for any android phone, it would have to be a companion to that particular app (probably the stock Samsung launcher in your case, unless you are using a different one).

You can use Sidesync to mirror the device and control it using keyboard and mouse to set it up.
