Is there an app for this?

The turning off part is pretty easy. I'm sure tasker could handle it. The turning on part is problematic because if it truly off, then there is nothing to trigger the hardware to power up.

If the point is to save power, you could probably set up a profile in tasker to shut off everything at a certain time and re enable it when you needed your phone again.
 
I don't think Tasker can actually Shut Down a phone. I believe Android doesn't really allow apps to do that. The best you can do would be to use Tasker to turn on/off airplane mode.
 
Root your phone, and create a Tasker profile that:

- underclocks your CPU
- turns off all network/WiFi/GPS/Bluetooth
- turns off the screen
- turns the phone to silent
- kills all tasks immediately

Your phone won't be off, but it won't be using much if any juice.
 
@gfinockio, Shoot, I was rooted but recently unrooted to prepare for GB.

@mynamestoolong, I had a few phones before this one: 1-LG Chocolate-battery lasted 1week 1/2* 2-LG Chocolate 3-lasted 1week -+3 days* Motorola Droid-lasted 4/5 day* HTC Thunderbolt-Lasts 1 Day
 
If it is only for a short time (for example overnight), I'd simply use the Airplane mode, eventually with an auto profile.
