is there an app that can do this?

I visit the gym 3 or 4 times per week and have my headphones on while listening to Pandora or songs on my phone (it's an LG Volt). When an email or text comes in I get the sound notification and I am always curious to know whether it's important or not. Of course, most of the time it is not very important.

Would there be some kind of app that would use Voice to text and read me the sender, the title, and perhaps even the body of an email but only if the headphones were plugged in? Can it do that also if a text has come in?

I do it with a simple Tasker profile ... it reads from and the message to me. I use it in the car. If it important I pull over, park, and reply.

I have another Tasker solution ... in Gmail I have a group called SOS. If anyone in that group sends me a text message starting with SOS it overrides all settings in my phone and displays it to me. The idea is to have a way your spouse or kids can always contact you.
