Is there an app where it requires to to enter a code to shut off phone?

Well i'm putting top-notch security on my phone. I have mobile defense where i can see where my phone is and do a bunch of stuff with that app. But everything can go wrong if they turn my phone off.

So is there an app where I can add a passcode or some password for when I shutoff my phone.

Actually there are a lot of stupid thieves , that's why the jails are so full

I am guessing your goal is to get your phone back (because some people just have the goal of ensuring the data is wiped -- a phone can be replaced).

Think of two basic types of people who might steal / find / otherwise gain ownership of your phone improperly:

1) Smart guy - I would say you are fairly screwed, in theory they can wipe and even re-image your Droid to the point that nothing you installed matters. Your only hope is that the geek in them feels the need to return it to its proper home :-)

2) Dumb guy - I personally suggest a simple trick here. Find an app that displays some message at the lock screen, and basically ensure the message states that the phone is locked and useless however you will offer a no questions asked reward for the return of it.

My guess would be that someone would prefer cash in hand than a phone that is basically useless. I think many stolen phones are used until they are disabled -- but if the phone is locked, it is immediately useless.

Check out this app:
Contact Owner for Android - Tools

It allows a message to be displayed on the lock screen.
