Is there any kind of app that won't ALLOW tasks to start?

I'm not talking about a startup app like startup auditor, or a task killer, but something that will actually prevent the tasks I don't want, from opening at all. I can't STAND moxier mail. It always opens in the background. I don't want it opening EVER, so I'd love an app like this.

Personally, I'd like to get rid of Skype, but can't uninstall it. It's probably not hurting my battery life but it just bugs me that it's always running.

It's a Sprint installed app on the moment. I can't uninstall it without rooting, which I had done, but the phone ran too slowly and was too buggy even after trying a couple different ROMS, so I went back to stock.
