Is there any proper voicemail app?

I am using a galaxy ace, I am looking for an app which will act similar to my landline's answering machine, like after 20-30 seconds I don't answer, than ask the caller to leave the message after a "beep".

PLEASE tell me if there is an app for that!
and please, don't suggest me google's voicemail, it's yet not available in India.

Usually the carrier handles voice mail functions. Unfortunately I don't know that there is an app for your phone to function as an answering machine/voice mail service.
