Javascript hijack through Chrome or Internet

There seems to be some malware that uses certain sites that run javascript to launch a popup and hijack the browser. And i need to clear the browser data store before i can use chrome again. But soon enough once i visit certain sites running javascript it happens again. Does anyone else have this issue.

For example, are you able to use this page without a popup ?

And for anyone technical, what exactly is going on. The popup seems unrelated to the site i'm visiting.
