Javascript on demand?

I've found a lot of great web browsers (my top ones are Dolphin HD, Opera Mobile, and xScope), and I've noticed they all have the option to play Flash plugins on demand.

None of the browsers I've seen have the ability to activate Javascript on demand or, better yet, on a per-site basis.

A few questions:
  1. Is there an Android web browser that does have per-site Javascript settings or Javascript on demand? Maybe I'm just missing it.
  2. Am I the only one who sees a use for this? Anyone else want to see this?
  3. If I know nothing about programming, how difficult would it be for me to learn enough to create, say, a Dolphin extension that would allow for this?
Any help would be much appreciated.

And "help" here doesn't mean "Go into your browser settings and turn Javascript off. Then, turn it on again when you want it."
 
Okay. If no one can answer me on how to do this, can anyone at least confirm there's any kind of demand for this?

Am I the only one who'd want to turn Javascript on or off on a per-site basis?
