Since you don't say what the problems are we'll have to assume that you are correct about what is needed to fix them.
But you should be able to find these settings for your service provider via a quick web search. In the extreme you can even call your service provider and they can probably fix it with a SIM update (the name of a simple phone configuration system that's part of the GSM standard, and actually what SMS was originally designed to do - allowing users to use it for messaging was one of the final updates to the standard before release).
You should be able to. Though your previous post suggested that the phone wasn't letting you enter them yourself, in which case speaking to the carrier might be the best course of action.
