Is worthless!!! Consistantly the main use of my battery goes to cell standby, the battery used by cell radios. Isn't the point of turning data off when the screen is off to save battery by not letting the cell radios suck down battery?

Cell radio is needed for your phone to be a phone.

The radio maintains a connection with the cellular towers. If you turn the radio off, you cannot make or receive calls.
 
I had that too. If you have a bad reception and your signal is low and you have your phone set to 3G, then it will constantly look for the 3G signal. This will consume a lot of battery. I normally switch my phone to 2G, when inside a building or at home and the signal is weak. Also at night i have DroidWall set to block all data flow, as then i dont need applications to sync or transfere data. So my battery lasts at least 2 days with normal use (email, surfing, messaging, calls etc)

Read the original post again.

He has mobile data set to be OFF when the screen is off. Switching to 2G doesn't help because mobile data is already completely off.

The only time that would save battery is when his screen is on, but then the data connection would be slow when he's using the phone - so I don't see the reason for it.

You are correct though on one thing - if the signal is weak, the phone uses more power to maintain a PHONE connection to the cell towers, in order to make sure incoming calls/texts can be received.
