Just an idea...

Totally new to android development and need some guidance and advice before I take my idea any further.
I want to create an app or web app that would run on a tablet and allow multiple users to update a database via a simple form. Basically it is to record various changes throughout the day by means of drop downs and check boxes and save those into a database for retrieval and analysis later. Have some java skills which I'm currently improving on and decent experience using HTML, CSS and JavaScript. What I'm asking is, should I go down the android app route or lean towards a web view app?
Any thoughts or wisdom?

I was thinking I would run it with a web server which probably means going for a web app. MySql setup perhaps. Open to better alternatives.
