I just released a Valentines Day live wallpaper on Google Play, called "Cool Valentines Live Wallpaper".
It's a 99 cent app., and requires at least Android 2.2 (Froyo), so anyone with an Android these days should be able to use it. I developed and tested it on a wide range of Android displays, from a primative off-brand device to a Samsung Note 4 and an LG G Pad 7.0 LTE.
Battery usage will vary depending on the Android device, but on all of mine, it is minimal (around 1% to 2% when the battery usage meter lists it at all).
I did JUST release it, so it may take some time before it shows up on the market itself.
