I mean how is this not an option to keep wallpaper still?

Greetings TheSuperman,
You will have to provide a little information such as
1. What device your using
2. Are you using the default launcher or a replacement like Launcherpro or ADW.
If your using a replacement launcher, there is a option in the settings to make the wall paper not scroll.

I'm am using the Verizon Galaxy S with the default launcher.
I've seen talk about Launcherpro, but not sure what it's used for.

Just found the setting in Launcher Pro, very nice. Thanks.

Preferences > Appearance Settings > Disable Wallpaper Scrolling
