Help Keeping app audio playing in background.

Back Story: I want to buy a Citizen JDM Watch (page is in japanese) with Atomic time radio stuff, but the specific watch only syncs to the japanese radio signal, not the US. I have an old Galaxy S2 that has no service, but works on Wi-Fi just fine, so I rooted it, made a Japanese Google Play account through a VPN, and downloaded a japanese radio signal generator off the japan Play Store. I've also installed ClockSync so the phone stays synced to atomic time. Now I have the most overkill desk clock.

The japanese radio signal app: https://play.google.com/store/apps/details?id=jp.tech4u.simjjy. (also in japanese) works by playing a really high pitched sound out of the speaker/headphones. By wrapping your earbud cords around the watch and turning the volume up full blast, the electrical current in the wire makes a very weak radio signal the watch will pick up. You can make a better antenna with a coil of speaker wire and an old audio plug end, that gives the signal a few inches of range. I'll hide the antenna in some type of jewelry/watch box, and leave the watch in it. The phone broadcasts the signal, and the watch syncs.

I want to keep the phone screen constantly on low power with ClockSync active, to keep it as a desk clock. I also need to either leave the signal generator running full time, or make it run between 2-4 am which is when the watch syncs. The problem I have is when the signal generator is in the background, the sound quits. I need a way to keep the sound going on a background app that doesn't do it natively like a music player. Either that, or I need a way to start/stop an app at a certain time.

Any other advice or comments on my silly project are appreciated.
