So, playing around, I've found different if I choose "handwriting recognition" from the keyboard choice icon it will disappear enabling me to hit the comment entry button I can't otherwise hit. Now it won't launch that menu but I have to reselect my keyboard after doing it. Still annoying but I'll take it until a better suggestion comes along and maybe this will help another person annoyed by this.
