It appears your device is opening into the Voice Search app. As rabid mentions, we do need to know what device it is (make and model, please) in order to zero in on the issue, likely cause and remedy.
But you can try a few things, such as powering down and removing the battery, SIM card and sd card, then just put it all back in after a minute or so and power back up.
If still the same, a factory data reset can sure help, as long as the device is not rooted (yet more info we need to help you
).
