It could be limited to a certain version of Android that doesn't line up with your devices, it could be region or country restricted, there could be any number of reasons.

FWIW the OP's zodiac app shows as available for all of my devices, which are currently Huawei Mate 10, Samsung Galaxy S7, and T95 Android TV box. Although I won't be trying this app, as I have no use for it.
