kyocera rise wont load up just shows rise screen

I have a Kyocera rise and when you turn it on it wont go past the rise by Kyocera screen to the phone menu and everything it just says RISE by Kyocera and it wont let you turn it back off by using the power button you have to take the battery out, how do I fix this.
