Help Lag and poor charging

Alright so my sister recently gt a 1st gen MOTO X used on Amazon. We still have a return policy till the 19th but id rather seek solutions first.

The problem as she describes it is a lack of charging, showing a ? on the battery. It will power off and on randomly while plugged in. She is also experiencing a lot of lag on the handset to an unusable point.

I have directed her to buy a new power chord, Turn it off and charge it over night, then to turn it on in the AM before unplugging.

Is this software or hardware issues?
 
One of the USB cords I had laying around would cause my phone to wake up and charge erratically. Some Googling found that the Micro USB has an extra pin that most devices ignore, but ours apparently don't. If she's not using a plain jane USB cord (or the one that originally came with the device), that could be the problem.
 
I haven't experienced slow charging on my Moto X yet, but I did have my Google Nexus 7 tablet start charging crazy slow (It would continue to drain if I tried to use it while plugged in). A fresh power cord fixed it right up.

Lag on the phone sounds like it could be a software issue. Have you checked to see which firmware its running yet? Jellybean (4.1 - 4.3.x) which your Moto X might have shipped with has been known to be laggy. The newest firmware version currently out for the Moto X is 4.4.4 (KitKat). Upgrade to that if you haven't already and see if that improves things.
 
Need more information and it sounds possibly like multiple problems.

Using a wall charger or is it plugged into a PC? The PC charging is MUCH slower than wall charger. A PC can have bad USB ports. Many front panel USB ports have been identified as problems. Use a port on the back that is on the frame.

Bad performance is almost always corrected by a Wipe Cache Buffer. It can become fragmented over time and really slow things down.

Rebooting on its own ... perhaps a bad app. Try running in Safe Mode (disabling all apps that were added without uninstalling them). If it stops being a problem it is caused by an app that was added.
