laggy camera

I have the samsung galaxy s3 and I am having issues with my rear facing camera. When I just have the camera running, not recording a video but just looking through the camera on the screen, everything is really slow. It looks like a dvd skipping because if anything in the cameras view is moving then the camera is lagging behind it and it like cant keep up? Also, if I zoom in at all I get all these weird lines on my screen and there is two images but they look weird like your looking through a kaleidoscope or something. I know that sounds weird but its the best way i can think of to explain it. This is only the rear camera though, the front works as it should

The rear camera has 8 megapixels vs. 1.9 for the front. It sounds like something is slowing your phone down and it can't keep up with the higher load of the rear camera. You should try to find misbehaving apps and remove them. Of course a factory reset is usually a good cure for this stuff but you probably don't need to go to that extreme.
