laptop to obd2 scanner convert

Hello All,

Would it be possible to clone the storage device from a good obd2 professional grade automobile scanner to a laptop or a Chromebook that has had android put onto it
In other words much more robust 'modules' from an actual scanner ,versus the lightweight freeware apps available on Google Play and others.
Not sure what most of the professional grade obd2 scanners even use for storage. Sure seems like this would be doable,,with nothing more than a cheapo elm327 bluetooth dongle...would only thing extra would be needed.

Am wanting a product that will do more than read and clear DTC codes. Such as do cylinder power balance, shut off fuel injectors, etc. Have never come across Google Play OBD apps that come close to doing these functions.
Time to spring for an OBD2 tablet I reckon.
