You will likely have to completely reflash your phone. Here are the stock images:

(oh sorry I didn't reread the first post when you let us know what phone you have. I checked as well, we do not have a designated forum for the Blade)
Anyway is there a step by step guide that could help?without mistakes you dont learn fella
So you are not rooted? How did you delete the launcher? I really don't know much about this phone and reflashing it. It looks to have some real differences in terms of flashing than other phones. This thread has quite a bit of info:
Gen1, Gen2, TPT, Root, Recovery, Custom Rom, Cyanogen + Windows Flashing explanation. - xda-developers

i unrooted my phone and i erased the other launcher accidentaly
There are utilities for reflashing stock firmware on many phones without root. I know how to do that with an HTC, but not this phone. Might still be possible though.
Why don't you just use ADB and push the files back to the proper directories? or use ADB shell? Seems like everyone wants to reflash everything, if its just 1 file put the file back...
Here is the method for rooting using ADB How to Root Your ZTE Blade -- Guide - xda-developers. putting the launcher back works the same way as putting the SuperUser on the phone.
When you are done with this simply push the launcher back. Also check your hidden folders on your phone to see if you have .TRASH or something to that effect, the apk might not have been fully deleted and may be sitting in your trash folder.
Do the images linked from Dreadnatty's post (number 9) help? The second post of that thread mentions a couple of flashing methods, but I don't know these so can't comment.
Can you get the phone to talk to adb? If so then noonehereyet makes a good point.
And we do have a device forum for this phone, because the Orange San Francisco is just a branded ZTE Blade. So you may be able to get some advice at Orange San Francisco (ZTE Blade) - Android Forums[/QU
