Help LED doesn't appear to be working

I noticed in the last couple of days that when I get a phone call I don't answer, the LED doesn't come on.
Is there a way to test the LED's?
Is there a place or a setting which could have turning off the LED alert?

I downloaded an ap that allows you to change the led color and make it blink ect. you might try that.
