Let a powerbank plug onto a fully charged mobile ?

No I don't have any idea. What for by the way? Just to know if the power from a device will transfer to power bank?

Yes, should work. Typically ext battery shuts off as soon as phone battery is full, when your phone is idle. But when you start using your phone and if rate of phone discharge is higher than ext battery charging - it will continue until extra battery drains first and then your phone battery drains next. That's exactly how it works with all of those battery cases which are nothing but an external battery strapped to your phone.
