Help lg 323 setting HELP

MY LG 323 WILL NOT LET ME OPEN SETTING it tell me that they have stop ...I can go in to the unknow sources to check the box to downloand anything and my system says that its up todate with date being 12/31/1969 and setting will not let me change it
 
When did it start doing this? Is phone standard or rooted? What custom rom, if any are you using?
