  2. fastboot getvar unlocked = returns no
  3. fastboot flashing unlock/oem unlock - screen message warning see screenshot, pressing up vol key does nothing and goes back to fastboot

In the image that says Unlock Bootloader? Press up, but before you do backup everything on your phone!!! It will wipe it clean to factory settings!

Looking at your screenshots, I think you could just unlock your bootloader with just your phone.

Yes warning is show, if i press down or power nothing happens, if i press up it displays "going back to fastboot in 3s"...still locked

This is very interesting, idk if the hardware actually looks for a software flag to enable the bootloader to be unlocked

"When fastboot unlocks it updates a lock status flag, stored on a partition of your device's internal storage."

i dont know what internal storage is used, is it the entire hardware internal of my device, i did enabled adaptive storage on my device integrating my sd card maybe it cannot update it because of this? i have to read more in xda nexus bootunlocker app, this app unlocks bootloader without wipe

Unfortunately idk how/where it stores that flag, but it's somewhere we can't mess with. And that app you speak of doesn't work with our phones, its strictly a nexus thing(correct me if I'm wrong)
