There's lots of apps you can use to achieve this like hangouts, skype, and tango just to name a few. Since hangouts is already on your phone try that first. Open hangouts and select the person to video call and then press the video button.

When calling someone with your phone and it starts ringing thier should be a video call option to touch when making your call. Or when you look up your contact of who you are wanting to call it should say call or video chat.
