Yes, your phone does.
In the settings for managing applications, when you select an app, if it can be moved to your SD card, there will be a button halfway down the screen that says "Move to SD card." No button? Can't be moved unless you root the phone.
Settings > Applications > Manage Applications
I guess it's also worth mentioning that if you're using a tablet with Honeycomb, no app can be moved to SD. Honeycomb won't support it. That capability is rumored to be available in Ice Cream Sandwich.
