Does anyone know a Locale-like application that is free? I don't really care about GPS settings, more time. But whatever would be great. Thanks for your time.

Setting Profiles and Tasker would both work I think. Tasker is more robust though.

I think the key word in the OP was "free". That rules out Tasker. Otherwise I recommend Tasker for just about everything.
