Help Location Service thinks I'm somewhere else

For some reason my phone thinks I'm in another state. The apps that use location service like Weatherbug and Google think I'm 900 miles from where I am. When I check location services it's turned "on". It works fine when navigating and browsing but other times it's way off. Any thoughts?
 
Does it happen in particular locations? What if you switch to "device only" location (so GPS but not wireless - though if the app only uses coarse location it may not be able to use your location in that mode)?

Sometimes if Google's map of WiFi address or cell towers has an error then coarse (aka "low power") location can get your position really badly wrong.

I made the change as suggested. This appears to have corrected the issue. I was using location using GPS/Wifi/BT. Now I'm just on GPS and it works better.
