Help Location Services are Currently Disabled.

So I recently just ran into this issue on my Note 4,I continue to get this pop up that my Location services are currently disabled and it wants me to turn my location on even though I DONT want it on. The issue just startes a few days ago and I may have just messed with a setting that I shouldnt have. How can I get the popup to go away. I turned Connection optimizer off and the popup went away but I need it so it can automatically search for best wifi connection. Any help?

I have the same problem on the Galaxy s4. It is constantly giving me notifications and telling me that location services are off. I know they're off, I turned them off myself. But the phone insists on telling me that they're off and that they should be on.
