Lock screen button not activating shut down, restart, ect menu

I have a second hand HTC Desire s which functions perfectly apart from one thing: When I press and hold the lock screen button the menu which shows 'Shut Down', 'Restart' and 'Airplane Mode' does not appear, despite the fact that the screen does lock in the expected fashion. I am not necessarily look for a way to fix this but I could do with directions as to where I could access a similar menu either through Google Play, settings (these I have already checked fruitlessly) or any other way.
Any help would be much appreciated as it appears that I am the only person with this problem.
