Looking for a app

Is there such a app , so lets say you call my cell number , I want you to be prompted to put in a pin in few seconds or the phone will just hang up . Thanks Bud..

Not that I'm aware of, though you could probably set up some Asterisk or other PBX hackery to gain such a function. I'm pretty sure that's not something that can be handled just on the device.
