Looking for advice on starting an App.

Hello and thanks for reading this post.

I have a couple of great ideas for an App however I am not a programmer. I would rather partner up or hire a computer programmer to handle the technical side of the App.

Where should I start? Are there companies or businesses out there that will simply purchase my idea?
