I am trying to open this file shown below on my samsung galaxy s7 edge with oreo OS. Any input would be helpful

An .exe file is a Windows file ('executable'), your Android phone won't be able to do anything with it. Move the file to a Windows PC and start it up on your PC. It apparently is an installer for the 'Minimal ADB and Fastbook' utility:
