I'm looking for an application that will automatically raise or lower the volume level from whatever music is playing, so that louder songs are softened, and softer songs are brought up a bit. The process is usually referred to as audio compression, audio or volume limiting, and I feel foolish explaining this, because at least on a desktop PC, thousands of such programs exist. But when I go to the google play store and search for any thing like this, with or without quotes, all I see are apps to CONTROL volume, hundreds of music "equalizers" (totally different concept), and absolutely no apps whose descriptions match what I'm looking for. Its hard to believe such a commonly desired app doesn't exist. Considering the dozens of people I've talked too who seem to have been wishing for such an application, I'm starting to wonder. Any suggestions appreciated.

In my personal experience, the only add on that gives you audio compression - with control - is the Cyanogenmod DSP Manager.

However - it's more than just an app, it also has system support libraries so you need to be rooted to install it properly.
If there's a non-root solution or a music player with it built in, I'm not aware of it - sorry.
