Help Looking for app which can insert PDF into existing document/image

I am desperately searching for an app which allows to import existing PDF as a layer on document. Something which even CorelDRAW can do on desktop. I'm not sure if I'm clear but all PDF/office apps I've checked alrewady only allow me to merge pages but not insert PDF file as a layer (like image).

I'd just keep doing what you've been doing, using CorelDRAW on your desktop PC.
PDF files are a complex mix of elements (text, images, style formatting, etc.) so doing something like embedding a PDF into another document is something of an involved task. Some things are still easier and more practical to do on a desktop than a mobile device.

The best you can hope for is an app that can flatten the pdf into a jpg or png file first, then insert it as a layer on top of the document file
