Looking for Construction Safety Manual App

I am looking for an app that has the Army Corps of Engineers Safety Manual EM 385-1-1 that can be easily searched, tabbed and indexed to get to sections quick.

- Able to make notes in sections
- Able to highlight important paragraphs and sections
- Able to email certain sections and paragraphs to people
- Work with Android 2.1

I'm pretty sure you'll never find a single app that meets all your requirements.

What you CAN do is just download the PDF of the manual to your phone and open it with Adobe Reader or ThinkFree Office or another mobile PDF reader. I just checked and with both Adobe and Thinkfree I was able to search the text and use the bookmarks in the document to quickly jump to sections. Neither allow you to annotate the document like you're wanting, though.
