Looking for device recommendation : Native SIP + Hotspot

Hello there!

My "setup" is currently:
a tablet
+ a VoIP account with Acanac (I think it's a very poor provider by the way...)
+ a Data plan with Virgin Mobile (in Canada, very satisfied with them!)
+ Bria (the VoIP app)
+ a Sony Ericson bluethooth headset.

= Results : everything works, it costs me 30$ per months all in, no roaming or long distance call charges for Canada + US, unlimited everything, etc.

Problem is : Phone call quality is often crappy especially when calling a cell phone...

As the tablet is getting slightly older, I'm considering to buy a phone and add it to the loop.

I would like the Phone to have Native VoIP (or native SIP), to be "hotspot" capable, and have good hardware. I would prefer not to pay 500$ for it, so it could also be an underdog of some kind or refurbished!

Any suggestions?

Well that practically says any phone released in the past month. The cheapest one I'd go for would probably be the Galaxy Fame. Not sure if its released where you are.
