Losing data connection after wifi turned off

My phone is losing it's data connection after wifi is turned off. Mobile data is always turned on. It only gets fixed after a reboot. In my developer settings it is set for "mobile data always on". Any suggestions?

I'm on a month to month service from Freedom Mobile in Canada. I guess that would be considered "locked" although I'm free to leave their service any time and am under no obligation to keep using them if I wish to leave. They provided me with the SIM card to use them as a carrier.
