I recently upgraded to the S3 from the Galaxy Express. I had one for a short time as well from Virgin Mobile. In both cases it seems youtube sometimes delayed and buffered. Much more than the Galaxy Express. even when I'm on wifi.
It could be your data connection isn't very good. Perhaps try running a speed test with the Speedtest app from the playstore? I watch A LOT of youtube on both 4G and wifi and never have any problems.
