Low connection speed?

Using DSL with max dl of 1.5 at best, can I use Google TV streaming? I get stutters on youtubes on laptops.

You can do some, Netflix will adjust and buffer the video to your connection for example. I would recommend a 3Mbps connection if you can though 1.5 does get tricky and even with buffering you might have issues.
