LTE may be slower than 4G. It was an earlier version and really, arguably, a 3G upgrade rather than a true replacement. The rules, as far as I can understand it, allow LTE to be marketed as 4G and it should then reach roughly the same speeds.
4G LTE is faster than just 4G. My Samsung S3 had 4G, but not LTE. I replaced that at Black Friday Sale last year with a Samsung J7 that does 4G LTE and it is definitely faster. I just tested it and got about 18 ms ping with 40 down / 25 up Mbps with 4G LTE. With just 4G I typically got about 15 Mbps download and ping was sometimes around 350 ms.
I guess their is something called LTE related to 3G from around 2009 that in some cases was called 4G. I think 4G LTE refers to "LTE Advanced" for which standards were released in 2011.
