The answer to that depends on what you mean by "4G". If you mean the original technical definition then LTE-A is certainly 4G but while LTE is a 4G technology not all LTE implementations meet the original 4G speed standards.
However, the already murky picture above is muddied further by a few carriers, particularly in the US, who call HSDPA+ "4G" even though that is a 3G technology. This Humpty Dumpty approach to language is sadly what happens when you don't keep your marketing people sufficiently under control.
So as I said at the start, it depends on what you mean by 4G. LTE-A is faster than LTE, but LTE is faster than H+. So if your phone/carrier really uses LTE and 4G for different things then LTE should be faster. If it is using the term 4G correctly then 4G and LTE will be the same thing.
